At Banwaldang subway station in Daegu on August 7th a red light and alarm came on as a middle-aged woman inserted her token into the boarding turnstile. An officer approached the woman, who confessed to using the automated ticket dispenser, reserved for the elderly and disabled, illegally. She said that she didn't have enough money to ride the subway. However, the officer was deaf to her pleas as he gave her a fine that was more than 30 times the cost of the original ticket.

Since the number of illegal subway rides has skyrocketed, the Daegu Metropolitan Transit Corporation (DTRO) decided to change the way that complimentary tickets are dispensed. Last year a total of 2,343 people were charged with illegally using the subway which is up 39% from 2006. Since 2005, the number has increased by over 30 times. The DTRO announced that it will end the old system which allowed passengers to use an automated ticket dispenser and replace it with a new system where the user's ID is checked before they are given a ticket. This new system will begin on August 17th at all 56 stations of the Daegu subway system.

7일 오후 대구지하철 반월당역. 50대 여성이 승강장 게이트에 승차권(토큰)을 대자 '삐익~'소리와 함께 주황색 불이 켜졌다. 일반승객은 보통 파란색 불이 들어와야 정상이다. 주황색 불은 65세 이상의 노인이나 장애인, 국가유공자들만 사용할 수 있는 우대승차권 탑승객을 나타내는 표시등이다. 역무원에게 적발된 이 중년 여성은 "돈이 조금 모자라 공짜인 우대권 무인발급기를 이용했다며 선처해 달라"고 사정했지만 우대권 부정사용으로 운임의 30배를 물어야했다.

공짜로 지하철을 이용할 수 있는 우대권 부정사용자가 매년 크게 늘면서 대구도시철도공사가 우대권 발급방식을 바꾸기로 했다. 도시철도공사는 "17일부터 일부 역부터 기존 우대권 무인발급기를 통해 누구나 버튼만 누르면 발급하던 방식에서 신분증을 통해서만 우대권을 발급하는 신분증인식방식으로 변경하기로 했다"고 밝혔다. 공사 측은 9억8천만원을 들여 9월 말까지 1, 2호선 56곳의 모든 역에 신분증인식방식을 도입할 계획이다. 양심불량 시민들의 행태를 더 이상 용인하기 어려울 정도로 경영 상황이 악화됐다는 게 공사 측의 판단이다.

지난해 우대권 부정승객 단속건수는 모두 2천343건으로, 2006년(1천685건)에 비해 39%가량 늘었고 2005년(78건)에 비해서는 무려 30배나 급증했다. 또 무제한 우대권을 발급하다 보니 사용되지 않는 우대권이 남발돼 낭비요인이 많다는 지적에 따라 2007년 7월부터 우대권 대상자에게 우대용 교통카드를 발급했다. 하지만 이마저도 사용률이 떨어져 우대권 발급방식을 변경할 수밖에 없다고 도시철도공사 측은 설명했다.
